This will let you go through the door on the bottom floor. Once the coast is clear, quickly go up onto the platform and hack into the security panel. Then, while the others are distracted, run around and taser everyone, including any civilians that might be in here. There is an environmental trap on the ground that can easily take out one.
The area you need to get to is a guarded zone, so you'll have to take out the guards first. Once you have the access keys, leave this building and head over to the other one with the objective in it.

You can hack it from the vent and gain the Access Keys. Pop it open, then look down for the computer. Once inside the vent, head right then look left for another opening.
